Nepal is a signatory to the Convention on the Right of Persons with Disabilities/CRPD, and the country has made a significant step in enacting The Act Relating to Rights of Persons with Disabilities 2074 (2017) in line with CRPD. The UN Partnership on Rights of Persons with Disabilities (UNPRPD) supports countries to accelerate the implementation of the CRPD by strengthening the systemic ͚building blocks and essential pre-conditions for inclusion at the country level. In this regard, UN agencies – UNDP, UN Women, UNFP! and WHO are working on a joint UN initiative, ͞!awaaz1 – inclusion for and by persons with disabilities͟ in collaboration with the National Federation of Disabled Nepal (NFDN) and its members, and other key stakeholders to support the federal, provincial, and local governments on disability agenda. This study was commissioned to identify the gaps (structures, systems, processes and capacities) in achieving and advancing the building blocks/preconditions to CRPD implementation, including the capacities of the rights-holders (OPDs and persons with disabilities), duty-bearers, and partners (including UN agencies) in Nepal.
